Yes, it is OK under the CEC guidelines to have 33% more panels than the inverter is rated for. I actually think you should be allowed to have as many as you like because it does not harm the inverter, and oversizing can produce heaps more power in winter and on overcast days.
My installer has quoted me for more panel capacity than the size of the inverter ("oversizing"), is this okay?
