Hell yes!
If you are building a new home, you will save lots of money and effort by pre-wiring for an EV charger.
If you don't have an EV yet, you don't need to buy the charger, but you should get your sparky to run the cable in the walls before they are gyprocked.
This is much cheaper, neater and easier than doing it after the house is built.
If you have a 1 phase-house, then consider going 3-phase. If you really insist on building with a single phase supply, then ask for a 32A cable from the switchboard to the place where your EV charger will go. Make sure there is space in the switchboard for a breaker for this cable.
If you have 3-phase, ask for 32A, 3-phase from the switchboard to the EV charger location. Then you have the flexibility of installing a 3-phase or single-phase charger.
